Public Sector workers propose increment of base pay; 60 percent pay increment for 2023 fiscal year
The Ministry of Employment and Labor Relations (MELR) received a submitted statement on Base Pay increment proposals from Forum for Public Sector Associations and Unions on issues leading to the call for increment in the 2023 fiscal year and demand for increment in Base Pay.
The proposal requested an increment in Base Pay (60%) on the Single Spine Salary Structure
In the submitted proposals signed jointly with the Ministry of Employment and Labor Relations (MELR), it was detailed that
their original daily Base Pay (Level 1 Step 1) was 10�ove the National Daily Minimum Wage (NDMW).
They recalled the action of COLA against the National Daily Minimum Wage (NDMW) over the years by saying
“as a result of accepting COLA instead of normal salary increase and granting increases in National Daily Minimum Wage (NDMW) that were higher than the percentage increase in the Base Pay, a wide gap has been created between the National Daily Minimum Wage (NDMW) and the Base Pay.”

Further, the statement narrowed it to the 2022 daily Base Pay. They said the 2022 daily Base Pay
“Single Spine Salary Structure (SSSS) is 16.26% below the 2022 National Daily Minimum Wage,” Public Sector Associations and Unions disclosed.
They shared their plans on how to close the gap and restore the 10 percent taking into account the NDMW. “The daily Base Pay for 2023 should be GH¢14.88 plus 10% which is GH¢16.37.”
“Thus, the annual Base Pay on the Single Spine Salary Structure for 2023 should be GH¢5,303.23.”
According to Public Sector Associations and Unions statement, they said: “the 2022 annual Base Pay on the Single Spine Salary Structure (SSSS) is GH¢3,672.84.”
For wiping off the erosion in salary levels for their members subsisting on the Single Spine Salary Structure (SSSS), they “would need an increase of 44.39%” for that course to be achieved.
At this point, they humbly propose the 60 percent increment on the 2022 Base Pay which was based on inflammatory trends and the fact that 15 percent COLA has been granted on NDMW.
“We humbly propose that a 60% increase on the 2022 Base Pay should be considered,” they added.
